I'd guess that as more sellers use tracking to ship parcels the online shoplifters have moved to chargebacks as a way of getting their items for free.
It is good that PayPal is alerting sellers to the possibility of a chargeback. Pity they don't do more to fight the chargebacks when they do happen.
